Agency History

Overview

EBCRP has provided substance abuse, mental health, and other health related services since 1989. With locations in Oakland and Hayward, California, we offer a full range of services from residential treatment for women and children to intensive counseling and vocational training.

Who We Serve

EBCRP has historically helped the most underserved people in Alameda County. We reach out to those living with co-occurring substance abuse and psychiatric disorders.

Our three locations offer a full range of services, ranging from residential treatment for women and children to intensive counseling and vocational training for adults and transitional age youth.  Some services are designed for folks on probation and/or parole and we work closely with criminal justice agencies, when necessary.

EBCRP's organizational philosophy is captured in the following statement, made by our Executive Director, Joan Ellen Zweben, Ph.D.:

"We have a broad view of our mission; successful treatment has effects which expand outward.  The recovering person needs to take responsibility for his or her own life, and also join in creating a new social environment.  Staff and clients join in this task, influencing our families, neighborhoods, and the urban area around us."

What Makes Us Unique

EBCRP puts our partners first.  Under the leadership of an amazing board and Executive Director, we have reached out to and served over 10,000 individuals and family members.

Another distinguishing feature of EBCRP is our commitment to evidence-based treatment.  We have employed an Epidemiologist since the beginning, and constantly take advantage of best practices to improve our services.  Our team of researchers also carry out focus groups, satisfaction surveys and analysis to ensure that our funding is spent appropriately and that our partners benefit from our care.
